NYC becomes 1st city in US with congestion charge

New York City has officially become the first city in the country to implement a congestion charge for any vehicle entering the middle of Manhattan. The tax has been in effect for decades in other parts of the world and officials say it has provided benefits from easing traffic to curbing pollution.
